All ballasts are pre-tested and ready for customer application. Ballasts are rarely defective when they arrive to the end user’s location. Most ballasts reported as defective prove in factory testing to be faulty due to improper installation.  Ballasts are non-returnable unless covered by factory warranty.  This is for your and future customers protection because it is virtually impossible to test all ballast(s) to make sure they are 1st quality new products that our customer's expect.
